nbn co. has advised that the wholesale capability to support alternatives to certain services currently provided over the Telstra Copper network will not be immediately available over the nbn fixed line network. These are termed Special Services.

nbn co. will work with Telstra and other access seekers to support the provision of those services over the nbn fixed line network in the future where practical.

These Special Services may continue to be delivered via the Telstra copper network, after the Disconnection Date for a rollout region, until the relevant class of services has been exited (the Special Services Disconnection Date), either through a product exit initiated by Telstra, or through a process where nbn co. makes available a wholesale service that will support RSPs providing an equivalent alternative service over the nbn fixed line network (known as the White Paper process).

Two types of Special Services

There are two types of Special Services relevant to Wholesale customers: Direct Special Services and services equivalent to Direct Special Services provided over Special Service Inputs:

  • (1) The current list of Direct Special Services set out in Schedule 4 of the Migration Plan is available.

    Telstra has matched the Special Service classes against product bundles that use the relevant Access Service. You can view this list of Special Services Classes and the relevant product bundles.
  • (2) Special Service Inputs (SSI) are ULLS used to provide services which are equivalent to these Direct Special Services. Wholesale ULLS customers need to certify if any ULLS are used as Special Service Inputs.  The ULLS SSI certification process is set out here.

Required Measure 5(C) sets out the disconnection process which applies to the Wholesale ATM (over copper) (P), (B) and (N), ATM (Rebill) (over copper) (P), (B) and (N) and ATM (over copper) (P), (B) and (N) Special Service Class(es) and Special Service Inputs that are Service Equivalent to those Special Service Class(es) (referred to in this Required Measure 5(C) as Covered SS Classes).

Special Service Certification 

The Migration Plan now includes a single national certification process allowing you to directly update details of your ULLS using Telstra’s systems (LOLO® and ULLCIS – Unconditioned Local Loop Carrier Interface System).

Please ensure you have notified Telstra of any certified ULLS used as Special Service Inputs through the submission of relevant orders via the above Telstra systems by the Disconnection Date. Otherwise the associated copper paths will be disconnected in accordance with Telstra’s obligations under the Migration Plan.

You can continue to order new ULLS certified as SSI within nbn rollout regions up until the first Cease Sale date for the relevant class of Special Services.  ULLS certified as SSI will be disconnected in nbn rollout regions that have passed their rollout region Disconnection Date from the Special Service Disconnection Date (which is the earlier of the White Paper Disconnection Date or in the case of a BAU exit of the relevant Special Service, on the BAU exit date if the Rollout Region Disconnection Date has already occurred). After the Cease Sale date for the relevant class of Special Services, you can no longer certify new ULLS as being used as an SSI for the relevant class of Special Services.  For example, you can no longer certify ULLS as SSI equivalent to WBDSL after 12 May 2018.

Special Service Disconnection Date

The Special Service Disconnection Date (SS Disconnection Date) is the first date on which the relevant Special Services (including ULLS certified as SSI equivalent to the relevant Access Service Family) will be disconnected, in NBN rollout regions that have already passed their Rollout Region Disconnection Date. Following on from this date, Special Services (and equivalent SSI) will be disconnected at the Rollout Region Disconnection Date or earlier, if a BAU product exit has been announced (see second table below).

SS Class classifications are determined according to the Copper Service that is provided by Telstra to a Premises and the Access Technology that NBN Co has used or proposes to use to make a Premises NBN Serviceable (that is, "* - P" = FTTP Access Technology, "* - N" = FTTN, "* - B" = FTTB and "* - H" = via HFC). For example, "Ethernet Lite – P" is the Copper Service (that is a Direct Special Service) known as "Ethernet Lite" which is provided to Premises that NBN Co has used or proposes to use to make NBN Serviceable using the FTTP Access Technology.

* SS Disconnection Dates and Cease Sale Dates also apply to ULLS that have been certified by Wholesale customers as Special Service Inputs (SSI) used to supply services which are Service Equivalent to Direct Special Services within the relevant Access Service Family.

 Special Services – nbn co’s proposed products

From time to time, nbn co will release “White Papers” setting out how the nbn can be used to supply NEBS services similar to each class of Special Service.  A link to each of the papers released by nbn co is included in the table below. 

Please assess nbn co.’s product from your organisation’s technical and commercial perspectives, and provide  any concerns or comments you may have to nbn co.

Telstra is currently assessing some of these papers. Once this assessment is complete and any Special Service Disconnection Date is determined, we will publish this on Telstrawholesale.com including the nbn rollout regions that this relates to.

In addition, Telstra can commence a “Business as Usual” exit of a Special Service. Where Telstra has announced a BAU exit (for example, for CustomNet), a link to the relevant communications will be included in the table below.
