On 27 February 2012, the Australian Competition and Consumer Commission (ACCC) accepted Telstra’s draft Migration Plan. The Migration Plan commenced operation on 7 March 2012.
The Migration Plan is a binding instrument which sets out the steps Telstra will take to disconnect voice and broadband services on its copper and HFC networks as part of the migration process.
NBN Co is responsible for the process of connecting fibre services to the NBN, and will publish an information guide that outlines this approach and describes how the overall process of migration to the NBN will work.
Telstra’s Migration Plan gives wholesale customers control over the timing of the migration of their end users’ services to the NBN, however services must be disconnected within 18 months of a region being declared ‘ready for service’. Specifically, customers will be able to lodge orders to cancel services at any time before the required disconnection date so that they can be aligned with any related connection orders customers may have with NBN Co. This enables customers to coordinate connection and subsequent disconnection, in a way that maximises service continuity for their end users. The migration process applies progressively as the NBN rolls out to new regions.
Telstra has also committed to using existing ‘business as usual’ processes where possible for disconnecting premises, and to using current and well-understood industry processes including Local Number Portability and offering call diversion facilities, to allow the migration of services.

Required Measures Roadmap
On 12 April 2012, Telstra submitted to the ACCC its Required Measures Roadmap that provides a high-level indicative timeframe for the development of each of the Required Measures under the Migration Plan.
