What is the National Broadband Network (NBN)?
The NBN is a Federal Government initiative to roll out a high speed broadband access network to all Australians using a combination of fibre, fixed wireless and satellite technologies.
Under the initiative, fibre to the premises will be rolled out, on a region-by-region basis, to 93 per cent of Australia's premises, while the remaining 7 per cent will be served by either fixed wireless or satellite technologies.
Telstra's involvement
On 23 June 2011 Telstra reached agreements with NBN Co and the Australian Government for its participation in the roll out of the NBN. The agreements are dependent on various pre-conditions including approvals from the Australian Competition and Consumer Commission (ACCC) and a majority of Telstra shareholders.
At Telstra's Annual General Meeting on 18 October 2011, Telstra shareholders strongly endorsed the Board’s recommendation to participate in the roll out of the NBN. Of the shareholders that chose to vote, 99 per cent were supportive of the NBN resolution. This vote was an important step in the process Telstra commenced over two years ago.
The critical pre-condition that remains to be satisfied for Telstra's participation in the NBN roll out is acceptance of Telstra's Structural Separation Undertaking (SSU) and approval of the Migration Plan by the ACCC.
If the agreements are implemented, NBN Co has agreed to use and pay for access to parts of Telstra's infrastructure as it rolls out the NBN and Telstra has agreed to progressively decommission the copper and HFC access networks and migrate its services onto the NBN as it is rolled out region-by-region. Telstra will continue providing Pay TV services on its HFC cable network.
